The interim Railway Budget for the fiscal year 2009-10 was presented today, i.e. Feb 13th,2009, in the Parliament by Mr.Lalu Prasad Yadav. As always, Mr. Lalu Prasad presented a populist rail budget even this year too. The Govt will face the election in a couple of months from now, so it was very much expected that we will be getting a people friendly budget. So let us now analyze the key points of the budget:

Reduction of passenger fares by Rs 1 for fares which cost upto Rs 50 per passenger , for a journey above 10 KM.
AC first class, AC II Tier,AC III Tier and AC Chair car prices also down by 2% each.
No changes to occur in the freight rates of Indian railways.
43 new trains are announced today in the interim rail budget and extension of service for 14 other trains.
Financial Status Of Indian Railways:
Indian Railways declared a profit of Rs 90,000 crore
Out of which Rs 10,500 crore will be allocated for pension needs and Rs 13,500 crore to be used in Sixth Pay Commission hike.
Indian Railways plans to invest Rs 39,500 crores in the year 2009.
It has a cash surplus of Rs 19,320 crores before dividend(estimated).
Indian Railways plans to invest about Rs 2,30,000 in the 11th plan.
The Budgeting operating ratio of Indian railways is pegged at about 89.9%.
So over we see that it was a mixed Rail Budget which was tabled today. As the govt goes into election this year, we need to see how many of these proposed projects will see the light of the day. Check out some of the quotations of Mr.Lalu Yadav on the eve of the Railway Budget 2009-10.

1Budget seems more biased towards BIHAR (DUE TO LALU) and TamilNadu(due o BALU). Over decades BIHAR and TAMILNADU(In south) got good number of trains. AP, Karnataka returned empty.
I do not understand the reason behind Bullet trains in india. (How can lalu run bullet train on the same tracks which are full of trafic) Even Rajdhani Express does not move at peak spead of 150kmph.(It Takes 24 hrs to reach secunderabad by 2430/2438 Rajdhani while 2723/2650 AP/KarnatakaSampark kranti takes 26 Hrs).
How can I imagine a bullet train running on Via Bihar Tracks which are already full of bihari trains.
Jagdalpur in CG has no direct Link to National Capital. Why this section has been neglected?
Karimnagar in AP needs a Direct rail link to National Capital. If Sitamarhi is given priority in linking to National capital, why not Jagdalpur and Karimnagar?
Who asked lalu to introduce middle berth between Side upper and Side lower of Sleeper and 3rd AC? Now why he has decided to eliminate them in this budget?

2Good questions by Vasco. On the whole Indian railway budget does not seem to do any good to poor and middle class people.
